BY-LAWS

ARTICLE I. DISCIPLINARY AUTHORITY

The Board of Directors, by an affirmative vote of two-thirds (2/3) of all members of the Board, shall have the right and authority to suspend, bar completely or otherwise discipline any player or member of this Corporation who, while acting in an official league capacity or as an agent or representative of this league, conducts himself/herself in a manner contrary to the purposes of the League or in such a way as to disrupt the operation or impugn the name of the League.

The Board of Directors shall notify in writing by registered mail the player or member under consideration of discipline. Notification should include date and place of proposed meeting.

Section 1. Line of Authority: Should any person want to appeal any adverse decision(s), the line of authority shall be: The Board of Directors, from the Board of Directors to the C.Y.S.A. District Commissioner, and from the C.Y.S.A. District Commissioner to the Board of Directors of the California Youth Soccer Association, from the C.Y.S.A. to U.S.Y.S.A., and to the United States Soccer Federation to the F.I.F.A.

Section 2. Referral by the Board of Directors: Should the Board of Directors choose not to hear a case, by two-third (2/3) of all Board members, the person may, if he or she so desire, refer any matter directly to the C.Y.S.A. Commissioner.

Section 3. Disciplinary Rulings and Punishments: (Refer to House Rules & Regulations Section III(Q) published under separate cover).

ARTICLE II. PROTESTS, APPEALS AND CHALLENGES

Section 1. Only violations of the Constitution of the League, its By-Laws, Operating Procedures, and misapplication of the "Laws of the Game" shall be proper subject to consider for protest.

Section 2. The referee's judgment with regard to the physical condition of the field and its acceptance for play to the actual happenings and occurrences related to the conduct of the game and those prerogatives granted by the "Laws of the Game" published by F.I.F.A., SHALL NOT BE CHALLENGED.

Section 3. Protests are to be written to the Board of Directors and delivered to the Secretary, not earlier than 48 hours, nor later than 96 hours, following the date of the game or occurrence being protested and shall be accompanied with a $25.00 fee. The protest fee will be returned if upheld. It shall not be returned if denied unless the Board is overruled by a higher authority.

ARTICLE III. RULES AND REGULATIONS

The Rules and Regulations shall be the "Laws of the Game" as published by F.I.F.A. Special modifications as permitted by the C.Y.S.A and this league shall be published under separate cover. All games sanctioned by the League and C.Y.S.A. shall abide by the "Laws of the Game", and the modifications as published by this league which has Dublin United Soccer League, Inc. teams entered for play. Rules and Regulations will be promulgated as published by the Board of Directors annually at the beginning of the seasonal schedule of play.

ARTICLE IV. SEASONAL YEAR

The seasonal year shall be from September 1st through August 31st.

ARTICLE V. AGE LIMIT DEFINITION

Section 1. The term "Youth", as applied to this Corporation, shall mean an amateur player who has attained his/her 4th birthday before August 1st of the playing year but not his/her 19th birthday before the first day of August of the seasonal year in which he/she applies for registration to play.

Section 2. Attaining Age Limit: Players attaining the limiting age for any age group on or after August 1st will be eligible to play for the remainder of the season.

Section 3. Reinstated Player: A reinstated player shall mean a player who has been reinstated to an amateur status.

Section 4. Age Groups: All teams, unless otherwise sanctioned by the Board, shall divide play among teams of equal age groupings as listed below:

Under 19: Has not reached 19th birthday before August 1st of the seasonal year.

Under 16: Has not reached 16th birthday before August st of the seasonal year.

Under 14: Has not reached 14th birthday before August 1st of the seasonal year.

Under 12: Has not reached 12th birthday before August 1st of the seasonal year.

Under 10: Has not reached 10th birthday before August 1st of the seasonal year.

Under 8: Has not reached 8th birthday before August 1st of the seasonal year.

Under 6: Has not reached 6th birthday before August 1st of the seasonal year.

ARTICLE VI. PROOF OF AGE

Section 1. Legal Proof of Age: A birth certificate, passport, or alien registration card shall be sufficient for proof of age. Hospital or Baptismal certificates will not be accepted.

Section 2. Authority to Contest. Any player can be called upon to prove their legal age by the Board, the Boys' League Match Secretary, Vice President, Girls' League Match Secretary or the C.Y.S.A. District Commissioner.

ARTICLE VII. PLAYER REGISTRATION AND AFFILIATION REQUIREMENTS

Section 1. Registration Procedures

A. All players are required to submit a properly completed League Application/Registration form and a small current (not Polaroid) picture of themselves to be placed on the completed C.Y.S.A. player pass.

B. After assignment to a team by the Board, that player is bound to that team for the seasonal year unless he/she is granted a transfer under Article IX.

Section 2. Requirements for Player Passes

A. Recreational

1. All player passes shall be retained by the Registrar and distributed as required.

2. In lieu of player passes, an official C.Y.S.A. roster will suffice for identification of players on a team.

3. A player not properly registered is ineligible to play and is subject to review and action by the Board of Directors.

B. In all competition other than Recreational, the players' pass rules governing that competition shall prevail. Players not properly registered are ineligible to play.

ARTICLE VIII. SENIOR TRIAL GAMES

If any senior amateur team wishes to give a youth player registered with this league a trial game, the C.Y.S.A. Rules and Regulations governing this situation shall prevail.

ARTICLE IX. PLAYER TRANSFER AND RELEASE

Section 1. Any player signing a player registration form, who is subsequently assigned to a team by the Board of Directors, is bound to that team for the entire season year unless:

A. His/her original team suspends operation for the remainder of the seasonal year having completed no more than one-half of the scheduled league games.

B. He/she moves to a new address, a distance which, in the opinion of the Board, would make it impractical for him/her to continue with his/her team.

C. The Board of Directors reserves the right to rule on allowing transfers per C.Y.S.A. rules regarding teams entered in State Cup or tournament competition. However, any transfers of this type may only take place upon completion of the player's current team's season. In any of the above cases where a player is transferring his/her registration from one team to another, he/she must make application to the C.Y.S.A. on the appropriate form. The "Player Copy" of the registration form shall accompany the transfer-release application and both shall be submitted to the District Commissioner who shall, with the C.Y.S.A. Registrar, process the new registration. All applications for player transfer or release shall be submitted to the Registrar who shall present them to the Board of Directors for appropriate action.

Section 2. Applicants who sign up for play with the league and then for any reason are unable to play should notify the Boys' League Match Secretary or the Girls' League Match Secretary, who shall withdraw such application. Refunding of registration fees/donations shall not be made unless specific justification in writing is presented for such action to the Board of Directors.

ARTICLE X. POACHING

Any team, which through its responsible adults or representatives, attempt to induce a registered player of any team under the jurisdiction of the current season to leave his/her assigned team shall be deemed to have committed an offense of poaching and shall be disciplined by the Board of Directors.

ARTICLE XI. TOURNAMENT GAMES, INTRA DISTRICT AND INTER DISTRICT GAMES, ALL-STAR GAMES, INTERNATIONAL AND INVITATIONAL GAMES

Section 1. All teams entered into any games outside of the jurisdiction of the Dublin United Soccer League, Inc., will do so only with the approval of the Board of Directors.

Section 2. Entry fees and other expenses will be paid only when so authorized by the Board of Directors.

Section 3. Uniforms, league equipment, fields, etc., will be used only when so authorized by the Board of Directors.

Section 4. The host/sponsoring league/association will be responsible for:

A. Establishing and promulgating rules of play and other administrative regulations, being sanctioned by C.Y.S.A.

B. Furnishing referees.

C. Furnishing game equipment.

Section 5. All requests for participation and other communication/correspondence shall be directed to the Board of Directors and not to any individual team coach. In the event individual team coaches are approached or receive correspondence concerning entering their team into competition outside of Dublin United Soccer League, Inc., they shall forward such information/correspondence to the Board of Directors for action. The action of the Board of Directors shall be considered to be final.

ARTICLE XII. ASSIGNMENT OF PLAYER TO DISTRICT, C.Y.S.A. AND OTHER INVITATIONAL ALL STAR TEAMS

Section 1. All players selected by teams outside of the jurisdiction of the Dublin United Soccer League, Inc., will do so only with the sanction and approval of the Board of Directors in cases where it is the intent that such players are representatives of this corporation.

Section 2. Entry fees and other expenses will be paid only when so authorized by the Board of Directors.

Section 3. Uniforms and other league equipment, fields, etc., will be used only when so authorized by the Board of Directors.

Section 4. The host/sponsoring league/association will be responsible for:

A. Establishing criteria for player participation, qualifications and provide administrative organization, rules and regulations, etc.

B. Furnish/provide for coaches, manager and other team officials.

C. Schedule and provide officials for all games.

D. Furnish necessary equipment and uniforms.

Section 5. (Same as Section 5, Article XI as it applies to individual players.)

Section 6. Host/sponsoring leagues/associations must be members or sanctioned by C.Y.S.A.
