All registered coaches must be at least 18 years of age. Section 2. Competitive Coaches shall be responsible for submitting a financial statement to the Board Treasurer by completion of the competitive season or no later than May 1st. This statement shall contain information outlining a team's income/expense activity for the previous season as well as the remaining balance of funds, if any, and the disposition of any remaining balance i.e. funds returned to parents, funds spent on team party or funds tendered to Board Treasurer to be held pending the formation of the subsequent season's team. [BACK TO TOP] ARTICLE II. CRITERIA FOR SELECTION OF COACHES Section 1. Selection of "Upper House" (Competitive) and Al Caffodio Coaches - adults interested in assignment as coaches for "Competitive" teams shall make application for such assignment to the Board of Directors. The Board shall select coaches using the following criteria: 1. Number of years of experience coaching soccer teams in the league. 2. Overall contribution to the operation of the league. 3. Sportsmanship, attitudes and cooperativeness toward contributions of league management. 4. Favorable representation as a coach of Dublin United Soccer League. 5. Knowledge of the game of soccer. 6. Successful completion of C.Y.S.A. coaches and referee clinics. 7. Exhibits ability to work with and to teach players the game of soccer. 8. Has sufficient time to devote to the practices and to attend games. Section 2. Selection of "House Division" (Recreational) Coaches - adults interested in assignment as coaches for "Recreational" teams shall make application for such assignment to the Board of Directors. The board shall select coaches, who in their opinion, are best qualified and suited using the following criteria: 1. Was coach of record previous season and desires same team (name and school), same age bracket, will not be bumped. 2. Was assistant coach of record previous season and desires same team (name and school), same age bracket as former coach because the former coach no longer desires this team, will not be bumped. 3. Was coach of record previous season and desires to move up to next age group. If wanting to go from one age bracket to another, competes with all persons desiring position and the point system would apply. 4. Was assistant coach of record the previous season and desires to move up as a coach to the next age group. If wanting to go from one age bracket to another, competes with all persons desiring position and the point system would apply. 5. All remaining coaching positions will be filled by those who have requested positions and have more points than anyone else requesting that job. 6. Additional items for Recreational coach selection: a. If an applicant's first choice cannot be filled, then his/her second choice becomes the first choice. If his/her second choice cannot be filled, then his/her third choice becomes his/her first choice. b. Point System: If necessary to determine points, use applicable form and call applicants to obtain past history with the league (see attachment). c. If a tie occurs in any category, the person having a child on the team would get first choice or a flip of the coin if both have a child on the team. d. Age Brackets: Under 6 Those who are 4 or 5 years old on July 31st of the playing year. Under 8 Those who are 6 or 7 years old on July 31st of the playing year. Under 10 Those who are 8 or 9 years old on July 31st of the playing year. Under 12 Those who are 10 or 11 years old on July 31st of the playing year. Under 14 Those who are 12 or 13 years old on July 31st of the playing year. Under 16 Those who are 14 or 15 years old on July 31st of the playing year. Under 19 Those who are 16, 17 or 18 years old on July 31st of the playing year. e. Coaches will select their own assistant coach(es). f. The above guidelines are meant to be followed under normal circumstances. However, the Board reserves the right to make the final decision to overrule this procedure if a particular applicant were considered detrimental to the league, or where an obvious injustice in team assignments would result. [BACK TO TOP] ARTICLE III. TEAM ASSIGNMENTS Section 1. Assignment of players in the "House Division" (Recreational) A. Applicants will be geographically assigned, whenever possible, according to the school area and age group in which the player resides. B. Team formation - When forming teams which consist of players with birthdates covering the two (2) year span within an age group, those players remaining in the same age group as the previous year shall be placed on teams first. C. Priority of applicants will be processed according to the following: 1. A player whose parent is the coach of a team within his/her age group shall have first consideration on his/her parent's team. 2. The player who participated the previous season will have second consideration. 3. Brothers/sisters shall have third consideration for assignment to the same team. 4. Players who participated the previous season and have moved to a different area or changed schools within the league boundaries, or players who were assigned to "pick-up" teams outside their school area the previous season, will be given the option of returning to teams in the school area in which they reside. These players will be given fourth consideration. 5. New players who have not played previously will have fifth consideration. 6. Registration, or application, form numbers, issued at the time of sign-ups, will determine the priority of assignment when questions arise; priority to be given to the lowest number. Section 2. Player selection for the "Upper House" Division and Al Caffodio teams (Competitive). A. Players will be eligible by draft. B. The designated coaches of each age group will draft up to a maximum of eighteen (18) players to form a Competitive team. An Al Caffodio player may be drafted to play in an older age bracket if there is no established team in his/her age group for a season. If a team in his/her age group is formed in a subsequent season, the player will be required to return to his/her appropriate age bracket. C. When all Competitive teams are formed in each desired age group, all remaining applicants will be distributed and assigned as outlined in Section 1 (above). D. All Competitive teams will be initially formed from registered players. Vacancies will be filled using C.Y.S.A. rules. Any player chosen to play for a Competitive team choosing not to play on that team for any reason will be returned to the House Division for assignment as outlined in Section 1 (above). Section 3. Player Roster: No Recreational team shall have more than eighteen (18) nor less than thirteen (13) players registered at any one time unless the Board of Directors rules in specific cases to waive these limitations. Competitive teams shall have a minimum of fourteen (14) and a maximum of eighteen (18) players unless the Board of Directors rules in specific cases to waive these limitations. Coaches will inform the League Match Secretary of any player who for any reason cannot complete the season of play and should be dropped/released from the team roster. Under 6 - Maximum 18 Under 8 - Minimum 7 / Maximum 10 Section 4. Wait List: If, upon the close of registration by the Board of Directors, additional boys/girls desire to register, they will be put on a "Wait List" which will include their name, address, phone number, birthdate and the date of assignment to the "Wait List". If during the course of a season the Board reopens registration within an age group, any Recreational team whose roster has dropped below the minimum limit, players will be assigned from the "Wait List". The "Wait List" will be maintained by the Boys League Match Secretary and the Girls League Match Secretary. The priority of assignment of players in the "House Division" outlined in Article III, Section 1A and 1C, 1, 2 and 4 does apply to assignments made from the "Wait List". [BACK TO TOP] ARTICLE IV. TROPHIES AND CUPS Section 1. The Board of Directors shall have sole authority to establish and award trophies and cups to teams/players and shall make the required procedural rules and regulations for their control. Section 2. When the winners of cups and trophies have been decided, the corporations shall deliver the cups or trophies to the responsible officer of said team. The responsible officer of said team shall guarantee the return thereof to the Equipment Manager of the Corporation at the stipulated time. Teams winning cups and trophies, in accepting same, shall guarantee return of such in good condition, as a condition of acceptance. Section 3. Upon delivery of cups or trophies, the responsible officer of the team to who said cups or trophies are delivered, shall sign a receipt for such, and shall retain a copy of the receipt for his records. The original receipt shall be retained by the Corporation and kept on file by the Equipment Manager for future reference. Section 4. Should the cups or trophies for any competition be destroyed or damaged while in the custody of the retaining team, said team shall refund to the Corporation the amount of the original cost of such plus the cost of modifications (engraving, etc.), or the amount necessary to effect repair. Any team accepting custody of any cup or trophy shall be deemed to have assented to this clause. Section 5. The Equipment Manager shall maintain a permanent record of all cups and/or trophies issued/awarded to the winning teams. [BACK TO TOP] ARTICLE V. INSURANCE All players registered with the league shall be covered by the medical insurance program provided by the league through C.Y.S.A. for the seasonal year. All injuries to be claimed against the medical insurance program shall be completely reported on the proper insurance claim form. This form is available through the league and must be filed with the league within twenty four (24) hours of injury. All completed reports on injuries shall be submitted to C.Y.S.A. within thirty (30) days of the date of injury. This medical insurance coverage is secondary to that already carried by families of registered players. Section 1. The California Youth Soccer Association covers all league officials, coaches, affiliated team members and officials against personal liability claims while on any property while performing acts and duties related to the work and/or operation of the league and/or C.Y.S.A. Section 2. Method of reporting Player Medical Insurance Coverage: The league Registrar shall submit for each team a list of all players on the prescribed form to the District Commissioner and the Registrar of the C.Y.S.A. noting those who have paid for the C.Y.S.A. Medical Insurance. A check for the appropriate amount shall accompany the completed forms. (Check will be made payable to C.Y.S.A.) [BACK TO TOP] POINT SYSTEM SURVEY FORM ALL INVOLVEMENT IS IMPORTANT TO THE OPERATION OF THE LEAGUE. THE FOLLOWING QUESTIONS ARE ESSENTIAL TO ESTABLISH CRITERIA FOR ALL PHASES OF THE LEAGUE: 1. Recreational Coach - three (3) points for each season times the number of seasons. 2. Competitive Coach - four (4) points for each season times the number of seasons. 3. Recreational Assistant Coach - one (1) point for each season times the number of seasons. 4. Competitive Assistant Coach - two (2) points for each season times the number of years. 5. Member of Board of Directors - five (5) points for each season times the number of years. 6. Appointed Officers of the League - three (3) points for each season times the number of years. 7. Team Mother - one (1) point for each season times the number of seasons. 8. Referee (not C.Y.S.A. current or passed) - five (5) game minimum per season - two (2) points for each season times the number of seasons. 9. Referee (C.Y.S.A. current or passed) - five (5) game minimum per season - three (3) points for each season times the number of seasons.
